Collaborative governance: issues, impacts and limits
Collaborative governance has become an essential issue in our complex societies. The multiplication of public-private interactions, the emergence of ever more varied forms of expertise, the development of the skills and capabilities of citizens, users, consumers but also employees, as well as the expression of a diversity of interests,
preferences and values, now constitute the daily environment in which all organizations orient themselves and develop. The challenges facing these organizations are also increasingly complex. Both technical and societal, constrained by issues of time management, resources and knowledge, they cannot, in most cases, be met by a single organization. This interest in collaborative governance reflects the fact that public and private players - or those from civil society - engaged in joint actions and aware of their interdependence, know that they need to work together. As a result, collaborative governance offers many opportunities: more integrated and cross-functional handling of emerging issues, renewed forms of participation by civil society and the entrepreneurial sphere, transformation of prescriptive relationships between local and public players, commitment to shared social responsibilities, adoption of new models of governance adapted to specific sectors, more open and creative partnership practices, valorization of local skills and knowledge, etc. However, shared adherence to this more innovative and inclusive form of governance, which enables organizations to jointly tackle major challenges, solve problems, carry out projects, lead transformations or experiment, can also meet with resistance. While the stakes of collaborative governance are well understood, it is not without its limitations, particularly in its implementation and the evaluation of its impacts.
